What "dermatologist tested" legally means
It means a dermatologist was involved. It does not say how many people, what was measured, or what the result was.
“Dermatologist tested” is not a regulated phrase in the United States. There is no standard for how many participants, what protocol, what endpoint, or what result. A product can carry the phrase after a test whose findings were unremarkable, because the claim is about the testing, not about what the testing found.
The same applies to “hypoallergenic”, “sensitivity tested”, and “non-comedogenic”. Each sounds like a threshold. None of them is one.
Where the real thresholds are
There is one part of the skincare aisle where the claims are policed hard, and it is the part regulated as a drug rather than as a cosmetic. Sunscreens are the clearest example: their active ingredients and percentages appear on a Drug Facts panel because the rules require it, and the SPF number comes from a standardised test.
The instructive comparison is that the same companies who publish nothing on a cosmetic serum publish exact figures on a sunscreen. The difference is not corporate philosophy. It is which rule book applies.
The line a cosmetic cannot cross
A cosmetic changes appearance. A product that claims to act on a disease is, in regulatory terms, a drug and needs the approval that goes with it. Brands work around this with careful phrasing, which is why so much skincare copy is written in the conditional and why “the appearance of” appears everywhere.
That phrasing is not weasel wording by itself. It is the language of a category that is not allowed to make the stronger claim, and reading it as a hedge rather than as a limit is how shoppers end up disappointed.
What to trust instead
Published percentages, named forms, ingredient lists in order, and figures that come from a standardised test. Everything else on a box is positioning.
