Reading an INCI list, and what the 1% line tells you

Ingredients above a certain point are ordered by amount, and below it they are not. Finding that point is most of what label reading is.

An ingredient list is not marketing copy. It is a regulated declaration, and the rule that governs it is simple enough to use in a shop: ingredients present above 1% must be listed in descending order of amount. Below 1%, they can appear in any order the manufacturer likes.

Everything useful about label reading follows from that one rule.

Finding the line

You cannot see the 1% line directly. You infer it, and a handful of markers make it easy. The common preservatives sit at or below 1%: phenoxyethanol has a legal ceiling of 1%, and it is almost always near it. Fragrance, when present, is usually under. So are most botanical extracts, and carbomer, and xanthan gum.

Once you have spotted one of those, everything after it is in the sub-1% zone and its order tells you nothing at all.

What that lets you check

If a product’s headline ingredient appears after phenoxyethanol, it is present at under 1%, whatever the front of the box says. That does not automatically make it useless, because some actives work at low percentages. It does mean the brand’s own label has quietly given you a ceiling it did not print in words.

The trick this rule enables

Ingredient lists can be arranged. Splitting one function across several similar entries keeps each one lower in the order. Listing an oil that is largely one fatty acid instead of the fatty acid itself keeps the INCI list tidy and the actual composition invisible. Neither is dishonest. Both mean that reading the order is a skill rather than a lookup.

Why this site cares

Almost nothing in the cosmetic aisle is published as a percentage, so the order of an ingredient list is often the only quantitative information available. Our rankings score whether a brand states a concentration at all, and where none is stated the INCI position is what remains.
